PRELIMINARY DESIGN STUDY AND COST ESTIMATE FOR A MODEL LICENSE TESTING FACILITY FOR PENNSYLVANIA MOTOR VEHICLE OPERATORS

A CONCEPTUAL DESIGN WAS DEVELOPED OF A MODERN OPERATIONAL LICENSING SYSTEM HAVING FACILITIES FOR ADMINISTERING TESTS UNDER CONDITIONS SIMILAR TO THOSE OF NORMAL ROADWAYS AND UNDER SPECIAL OR SIMULATED CONDITIONS WHICH MAY PROVIDE GREATER EFFICIENCY AND VALIDITY IN TESTING. THE CONCEPTUAL DESIGN WAS BASED UPON AN EXTENSIVE SEARCH OF THE LITERATURE, WITH EMPHASIS ON THE POST-1966 PERIOD, STUDY TRIPS AND VISITS TO SEVERAL ORGANIZATIONS CONSTRUCTING SPECIAL FACILITIES AND PERSONAL COMMUNICATION WITH RESEARCHERS AND WORKERS IN THE AREAS OF DRIVER LICENSING AND TRAFFIC SAFETY. THE LICENSING FACILITY HAS BEEN DESIGNED TO BE SELF- CONTAINED WITH ACCESS TO STATE HIGHWAYS. IT WILL HANDLE ALL TYPES AND SIZES OF VEHICLES--AUTOMOBILES, MOTORCYCLES AND EMPTY TRUCKS. DESIGNED FOR MAXIMUM FLEXIBILITY, IT HAS A CAPABILITY FOR IMMEDIATELY REFLECTING STATE-OF-THE-ART DEVELOPMENTS IN DRIVING TESTING. IT ALSO CAN SERVE AS THE BASIS FOR THE DESIGN OF MORE COMPACT, SPECIALIZED FACILITIES ULTIMATELY REQUIRED TO IMPROVE THE ENTIRE SYSTEM OF LICENSING MOTOR VEHICLE OPERATORS IN PENNSYLVANIA. /AUTHOR/
