A STUDY OF TRANSPORTATION OF HAZARDOUS MATERIALS

A WORKSHOP STUDY WAS UNDERTAKEN TO: (1) APPRAISE EXISTING KNOWLEDGE, PROCEDURES, AND PRACTICES OF ALL TRANSPORTATION MODES, (2) EXPLORE IMPROVED OR REVISED CONCEPTS FOR APPROACH TO REGULATIONS BASED ON SCIENTIFIC KNOWLEDGE AND ENGINEERING METHODS SUITED TO THE PRACTICES AND MATERIALS OF AN INCREASINGLY TECHNOLOGICAL CULTURE, (3) IDENTIFY EXISTING AND NEW RESOURCES AND FACILITIES NEEDED TO SUPPORT MORE TECHNOLOGY-ORIENTED APPROACHES TO PUBLIC SAFETY REGULATION, AND (4) RECOMMEND IMMEDIATE AND LONGER-TERM ACTIONS FOR IMPROVING THE PRESENT REGULATORY SYSTEM FOR HAZARDOUS MATERIALS TRANSPORTATION CONTROL WAS INHERENTLY COMPLEX. A REGULATORY SYSTEM BASED ON MORE TECHNICALLY STANDARDIZED CRITERIA AND ENCOMPASSING ALL TRANSPORTATION MODES IS ACHIEVABLE AND HIGHLY DESIRABLE. SYSTEMS-MANAGEMENT CONCEPTS AND TOOLS ARE ESSENTIAL TO REALIZE THE FULL POTENTIAL OF A TECHNOLOGY-ORIENTED ALL-MODE SYSTEM. STANDARDS SHOULD INCLUDE EXTREMES OF SHOCK AND VIBRATION, ATMOSPHERIC PRESSURE, HEAT, COLD, AND HUMIDITY, AND INDEXES FOR ALL TRANSPORTATION MODES. A SYSTEM SHOULD BE DEVELOPED THAT IDENTIFIES THREE MAJOR HAZARD TYPES: HEALTH, FLAMMABILITY, AND REACTIVITY. A COMPUTER-ASSISTED DATA AND INFORMATION ANALYSIS CENTER SHOULD BE ESTABLISHED.
