REAR LIGHTING SYSTEM CHANGEOVER STUDY - SYSTEM STUDY

A REPORT IS GIVEN OF WORK IN MODELING THE EFFECTS OF A CHANGEOVER IN AUTOMOBILE REAR LIGHTING SYSTEMS. THE OBJECTIVE IS THE ANALYSIS OF THE TECHNICAL AND ECONOMIC ASPECTS OF CHANGEOVER AND THE PREPARATION OF AN EVALUATION MODEL TO BE USED BY THE NATIONAL HIGHWAY SAFETY BUREAU (NHSB) TO PREDICT THE EFFECTS OF APPLYING PROPOSED REAR LIGHTING SYSTEM STANDARDS. THE CONSTRAINTS AND IMPACTS ON THE AUTOMOTIVE COMMUNITY WERE INVESTIGATED. THE APPROACH TAKEN WAS TO EXAMINE A NUMBER OF SOMEWHAT ARBITRARY REAR LIGHTING CONFIGURATIONS IN ORDER TO ASCERTAIN MEANS BY WHICH THEIR EFFECTS ON INITIAL COST, RELIABILITY, CHANGEOVER SCHEDULING AND POTENTIAL FOR RETROFIT COULD BE ANALYZED. THE POTENTIAL COMPLIANCE SCHEDULES FOR NEW AND USED CARS, COSTS, AND TO SOME EXTENT, THE RESULTING BENEFITS ARE THEN MODELED TO REPRESENT THE QUANTITATIVE EFFECTS OF STANDARDS SPECIFICATIONS. SOME CONSIDERATIONS ARE ESSENTIALLY INDEPENDENT OF THE CONFIGURATIONS SELECTED WHILE OTHERS ARE INTIMATELY ASSOCIATED WITH PARTICULAR SYSTEMS. THE COMPLIANCE MODELS USED THE AVAILABLE ACCUMULATED VEHICLE DATA (NUMBER OF CARS PRODUCED, MILEAGE DRIVEN, ACCIDENT RATES, COSTS OF ACCIDENTS, ETC.) TO EXAMINE COMPLIANCE AS A FUNCTION OF TOTAL VEHICLE STATISTICS (PERCENTAGE OF COMPLIANCE BY A GIVEN DATE OR PERCENTAGE OF TOTAL MILES DRIVEN BY MODIFIED VEHICLES AT A GIVEN DATE). THE COST MODELS ARE USED TO PREDICT THE EXPECTED EXPENSE TO INDIVIDUAL GROUPS IN THE AUTOMOTIVE ECONOMY FOR A PARTICULAR STANDARD AND A SET OF MANDATES. IN ADDITION, TRADEOFFS ARE MADE BETWEEN THE COST AND COMPLIANCE MODELS, AND BENEFIT FACTORS ARE INTRODUCED. ALL RESULTS ARE PRELIMINARY AND WERE USED TO DEMONSTRATE THE CHARACTERISTICS OF THE APPROACH.
