SAFETY ASPECTS OF INTERSECTION CONTROL DEVICES

THE VALUE OF INTERSECTION CONTROL DEVICES IN REDUCING COLLISIONS AT INTERSECTIONS WAS TESTED AND AN ACCIDENT EXPOSURE INDEX WAS DEVELOPED. THE CONTROL METHODS INVESTIGATED WERE THE 'BASIC RULE' YIELD AND STOP SIGNS, AND THE FIXED-TIME TRAFFIC CONTROL SIGNAL. NO EVIDENCE SUGGESTED THAT THE NUMBER OF COLLISIONS AT INTERSECTIONS IS AFFECTED BY THE TYPE OF CONTROL USED, AND THE IMPUTED SAFETY EFFECTS OF YIELD SIGNS STOP SIGNS AND TRAFFIC SIGNALS ARE NOT SUPPORTED BY THE RESULTS OF THE STUDY. A COLLISION EXPOSURE FUNCTION INCORPORATING GEOMETRIC AND TRAFFIC STREAM VARIABLES IS FORMULATED WHICH ALTHOUGH CONCEPTUALLY SOUND WAS NOT VALIDATED BY THE STUDY. THE EXPOSURE FUNCTION WAS FOUND TO VARY AS THE CUBIC POWER OF APPROACH VOLUMES AND DID NOT APPEAR TO BE HEAVILY INFLUENCED BY THE TYPE OF GEOMETRY INVOLVED. APPENDICES ARE INCLUDED ON THE CALCULATION OF VARIABLES OF COLLISION EXPOSURE (INCLUDING THE COMPUTER PROGRAM USED), DATA SELECTION, AND THE DEVELOPMENT OF A COLLISION EQUATION. /RATAOC/
