DEVELOPMENT OF A RATING SYSTEM TO DETERMINE THE NEED FOR RESURFACING PAVEMENTS

THE PAVEMENT RATING SYSTEM IS COMPOSED OF TWO PARTS, A PRESENT SERVICEABILITY RATING (PSR) AND A STRUCTURAL RATING (SR). THE TWO RATINGS ARE AVERAGED TO GET A CONDITION RATING (CR). THE RIDING QUALITY OF A ROADWAY IS EVALUATED BY DETERMINING A PSR AS DEVELOPED AT THE AASHO ROAD TEST. A COMPARISON OF PSR'S, OBTAINED BY DISTRICT RATING TEAMS AND BY A RESEARCH SECTION TEAM ON PAVEMENTS IN EACH DISTRICT, INDICATED THAT THE STATE-WIDE SUBJECTIVE RATING WAS NOT UNIFORM ENOUGH. THEREFORE, IN 1967 THE STATE WENT TO AN OBJECTIVE DETERMINATION OF PSR EMPLOYING THE PCA ROADMETER. THE STRUCTURAL RATING (SR) IS OBTAINED BY DRIVING ALONG THE SHOULDER OF THE ROAD AT A SPEED OF 5 TO 10 MPH AND COUNTING THE OCCURRENCE OF STRUCTURAL DEFICIENCIES. INCLUDED IN THIS REPORT ARE A BRIEF EVALUATION OF THE PSR SYSTEM, A DESCRIPTION OF THE ROADMETER, RESULTS OF THE ROADMETER-PSR CORRELATION STUDY, AND RECOMMENDATIONS FOR USE OF THE ROADMETER. DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF THE STRUCTURAL RATING SYSTEM AND GUIDELINES FOR ITS USE ARE ALSO DESCRIBED. /AUTHOR/
