A PROGRAM FOR IMPROVING WINTER STREET MAINTENANCE IN THE CITY OF CHICAGO

FINDINGS AND RECOMMENDATIONS ARE PRESENTED FROM A DETAILED STUDY OF CHICAGO'S SNOW HANDLING OPERATIONS TO IMPROVE SNOW AND ICE CONTROL. THE STUDY CONSIDERED THE FOLLOWING PROBLEMS: (1) DEFINE THE MAGNITUDE AND FREQUENCY OF THE SNOW HANDLING PROBLEMS, (2) DEFINE THE EQUIPMENT NEEDS, COSTS, AND PERSONNEL REQUIRED FOR A RANGE OF STORMS, (3) DEFINE POLICIES ON THE MOST DESIRABLE LEVEL OF WINTER MAINTENANCE, (4) DEFINE THE ADMINISTRATIVE PROCEDURES, EQUIPMENT PURCHASES, FORECASTING PROCEDURES, AND ASSIGNMENT OF RESPONSIBILITY NEEDED, AND (5) DEFINE SUPPLEMENTARY RECOMMENDATIONS ON OTHER ACTIONS TO BE TAKEN BY THE CITY OR THE DEPARTMENT TO COMPLEMENT THE WINTER MAINTENANCE PROGRAM. DATA OBTAINED FROM THE STUDY ARE PRESENTED AND A SERIES OF ROUTE RECOMMENDATIONS HAVE ALREADY BEEN IMPLEMENTED BY ACTION OF THE CITY COUNCIL. A TABLE IS PRESENTED WHICH RECOMMENDS ACTION FOR EACH TYPE OF STORM. METHODS FOR ALTERNATING CREWS AND MOBILIZING EQUIPMENT ARE DISCUSSED. EQUIPMENT AND COMMUNICATION REQUIREMENTS ARE DETAILED. PROVISION HAS BEEN MADE TO MAINTAIN SIX OR SEVEN BASIC RECORDS ON WEATHER DATA, PERSONNEL, AND EQUIPMENT.
