CCTV: A Tool to Support Public Transport Security
Closed circuit television (CCTV) is a key component in public transportation security systems. This article provides guidance on how CCTV can and should be used. It also highlights the limitations of a CCTV system. CCTV systems can be used in public areas of stations and entrances, on platforms and installed on vehicles. CCTV can reassure passengers and staff, deter potential criminals, detect security threats and support investigations. However, any technical security solution, including CCTV, also needs adequate staff and procedures behind the scenes to be effective. Implementing a CCTV system also involves balancing surveillance with privacy concerns. The decision making process for ensuring a CCTV system meets the specific needs of the operator involves a “lifecycle” beginning with scenario analysis and ending with evaluation of the implemented system. The International Association of Public Transport has developed a brochure to help public transit authorities choose and implement a CCTV system.
