AN INVESTIGATION OF ASPHALT CEMENT SUBSEALING AND LIME- CEMENT JACKING

TWO METHODS CURRENTLY USED IN NEW YORK TO REHABILITATE STRUCTURALLY DISTRESSED CONCRETE PAVEMENTS, NAMELY, ASPHALT SUBSEALING AND LIME-CEMENT JACKING, WERE EVALUATED. SEVEN EXPERIMENTAL PAVEMENT SECTIONS OF THE STATE HIGHWAY SYSTEM, WHICH WERE SUBSEALED IN 1963, AND FIVE SECTIONS OF THE NEW YORK STATE THRUWAY, WHICH WERE LIME-JACKED DURING 1963-64, WERE INCLUDED IN THE STUDY. THE EVALUATION WAS BASED ON THE RESULTS OF FAULTING MEASUREMENTS AT CRACKS AND JOINTS, PRECISE ELEVATION MEASUREMENTS OF THE PAVEMENT SURFACE, DETERMINATIONS OF PRESENT SERVICEABILITY INDEXES, AND SURVEYS OF THE GENERAL CONDITION OF THE PAVEMENT. WHEREVER PRACTICABLE, DATA FROM THESE SOURCES WERE OBTAINED BEFORE TREATMENT AND AT PERIODIC INTERVALS THEREAFTER FOR A PERIOD OF APPROXIMATELY ONE YEAR. THE EVALUATION INDICATED THAT ASPHALT SUBSEALING, SUCH AS SPECIFIED BY THE NEW YORK DEPARTMENT OF PUBLIC WORKS, DID NOT IMPROVE THE CONDITION OF THE PAVEMENTS AND THAT THE VOIDS BENEATH THE PAVEMENTS WERE NOT ADEQUATELY FILLED. IN CONTRAST, LIME- CEMENT JACKING MARKEDLY IMPROVED PAVEMENT CONDITION AND MANIFESTATIONS EXISTED THAT LONG-TERM SATISFACTORY PERFORMANCE COULD BE ANTICIPATED. IT WAS RECOMMENDED THAT THE DEPARTMENT DISCONTINUE THE PRACTICE OF ASPHALT SUBSEALING TO REHABILITATE CONCRETE PAVEMENTS AND SUBSTITUTE LIME-CEMENT JACKING.
