QUALITY CONTROL IN HIGHWAY CONSTRUCTION

THE DEVELOPMENT OF A COMPREHENSIVE SCHEME FOR THE APPLICATION OF QUALITY CONTROL TO ROAD CONSTRUCTION IS DESCRIBED. ATTENTION IS GIVEN TO THE SETTING UP OF A SYSTEM FOR DETERMINING JUDGEMENT NORMS FOR THE MAGNITUDE AND VARIABILITY IN REGARD TO LOWER, HIGHER AND DOUBLE SPECIFICATION LIMITS FOR BOTH PROCESS AND ACCEPTANCE CONTROL. THE JUDGEMENT SYSTEM CONSISTS OF THE COMPARISON OF WORK AFTER COMPLETION OR DURING PRODUCTION WITH A SO-CALLED STANDARD PRODUCT. THE NORMS ENABLE DECISIONS TO BE MADE ON WHETHER THE WORK COMPLIES WITH THE REQUIRED STANDARDS. BY USING VALID STATISTICAL RELATIONSHIPS THE REQUIRED NUMBER OF OBSERVATIONS, AS WELL AS THE JUDGEMENT NORMS ARE DETERMINED. JUDGEMENT NORMS ARE ALSO DEVELOPED FOR THE REQUIREMENTS WHICH MUST BE MET WHEN WORK IS RESUBMITTED AFTER INITIAL REJECTION AS WELL AS FOR THE EARLY ACCEPTANCE OF REJECTION OF WORK OF EXCEPTIONALLY HIGH OR LOW QUALITY. A PROCEDURE HAS BEEN DEVELOPED FOR STUDYNG THE RELATIONSHIP BETWEEN THE JUDGEMENT NORMS AND THE COST AND VALUE OF FINISHED WORK SO THAT THE FACTORS AFFECTING THE INHERENT PROFIT CAN BE OPTIMIZED.
