SPEED AND ACCIDENTS ON RURAL ROADS

A STATISTICAL METHOD IS GIVEN BY WHICH SPEED LIMITS CAN BE INTRODUCED AND SET. IT IS SHOWN THAT A METHOD COULD BE DERIVED TO TEST THE VALIDITY OF CLASSIFYING DRIVERS AS SAFE OR UNSAFE BY MEANS OF SPEED LIMITS. IF VALID, A MODIFIED POINTS DEMERIT SYSTEM SHOULD BE USED WHICH WOULD BE FAIRER AND MORE EFFECTIVE THAN PRESENT POINTS DEMERIT SYSTEMS. STATISTICAL DESIGNS ARE ALSO GIVEN TO TEST WHETHER ACCIDENT INCREASE WITH SPEED ON A GIVEN ROAD. ONLY RURAL ROADS ARE CONSIDERED. /RRL/
