PANEL DISCUSSION: THE VALUE OF SHOULDER TREATMENT AND THE IMPORTANCE OF GOOD SHOULDER MAINTENANCE, WITH DISCUSSION

THE SHOULDER, AS AN INTEGRAL PART OF THE ROADWAY, MUST SERVE THREE VERY IMPORTANT FUNCTIONS: (1) IT PROVIDES A MEASURE OF SAFETY FOR THOSE VEHICLES, WHICH FOR ONE REASON OR ANOTHER, TEMPORAILY LEAVE THE REGULARLY TRAVELED WAY. (2) IT PROVIDES LATERAL SUPPORT FOR THE PAVEMENT AND GUARDS AGAINST SURFACE WATER REACHING AND SOFTENING THE SUBGRADE. (3) THE SHOULD AIDS IN THE REMOVAL OF SURFACE WATER FROM THE PAVEMENT. TO SUCCESSFULLY ACCOMPLISH THESE FUNCTIONS, A SHOULDER MUST BE: (1) CAPABLE OF SUPPORTING UNDER ALL WEATHER CONDITIONS THE FEW EMERGENCY APPLICATIONS OF LEGAL LOADINGS THAT REASONABLY CAN BE ANTICIPATED; (2) SUFFICIENTLY STABLE AND FREE OF SHRINKAGE THAT THE PAVEMENT WILL BE SUPPORTED LATERALLY, AND THE JOINT BETWEEN PAVEMENT AND SHOULDER WILL BE REASONABLY TIGHT AND SECURE AGAINST THE ENTRANCE OF SURFACE WATER TO THE SUBGRADE; (3) EASY TO MAINTAIN FOR QUICK REMOVAL OF SURFACE WATER FROM THE PAVEMENT; (4) MUST OFFER A DEFINITE LINE OF DEMARCATION AT THE PAVEMENT EDGE AND BE SUFFICIENTLY STABLE WITHOUT ENCOURAGING MORE THAN EMERGENCY USE.
