AN INVESTIGATION OF ASPHALT CEMENT SUBSEALING AND LIME - CEMENT JACKLING

TWO METHODS, ASPHALT-CEMENT SUBSEALING AND LIME-CEMENT JACKING, USED IN NEW YORK STATE TO UNDERSEAL STRUCTURALLY DISTRESSED CONCRETE PAVEMENTS, ARE EVALUATED. SEVEN EXPERIMENTAL SECTIONS OF STATE HIGHWAYS WHICH WERE SUBSEALED IN 1963, AND FIVE SECTIONS OF THE NEW YORK STATE THRUWAY LIME-JACKED DURING 1963-64 WERE INVESTIGATED. MEASUREMENTS OF TRANSVERSE JOINT AND CRACK FAULTING, PRECISE LEVELING AND ROUGHNESS, AND VISUAL SURVEYS WERE MADE BEFORE AND AT PERIODIC INTERVALS AFTER TREATMENT FOR APPROXIMATELY ONE YEAR. IT IS CONCLUDED THAT ASPHALT-SUBSEALING AS PERFORMED BY NEW YORK STATE DOES NOT IMPROVE THE CONDITION OF DISTRESSED PAVEMENT OR ADEQUATELY FILL THE VOIDS BENEATH THE PAVEMENTS. SOME IMPROVEMENT MAY BE ACHIEVED BY MODIFYING THE PROCEDURES, FOR EXAMPLE, BY DRILLING TWO LONGITUDINAL ROWS OF HOLES IN EACH LANE INSTEAD OF A SINGLE ROW, AND INCREASING THE PUMPING TEMPERATURE OF THE ASPHALT. IT WAS DOUBTED THAT THESE CHANGES WOULD MAKE THE TREATMENT MORE PERMANENT. THE RESULTS OF LIME-JACKING INDICATED A MARKED IMPROVEMENT IN PAVEMENT CONDITION AND SUGGESTS THAT LONG- TERM SATISFACTORY PERFORMANCE CAN BE ANTICIPATED. RECOMMENDATIONS WERE TO DISCONTINUE THE PRACTICE OF SUBSEALING AND SUBSTITUTE THE LIME-CEMENT JACKING PROCEDURE PRACTICED BY THE THRUWAY AUTHORITY, ALSO TO DOCUMENT FUTURE JACKING OPERATIONS BY DISTRICTS TO PROVIDE FOR A MORE COMPLETE EVALUATION OF THE METHOD.
