THE CONTROL OF REFUSE AND LITTER IN RECREATIONAL AREAS NECESSITATES CAREFUL PLANNING, FINANCING AND OPERATION OF A WORKABLE SYSTEM, BUT IS MORE DEPENDENT ON THE COOPERATION OF THE VISITOR GROUP. SUFFICIENT CONTAINERS CONVENIENTLY LOCATED MUST BE PROVIDED AND PEOPLE EDUCATED TO USE THEM. SAFE, SANITARY AND EFFICIENT DISPOSAL OF REFUSE WHETHER IT BE GARBAGE, TRASH, OR HAZARDOUS MATERIALS, BEGINS AT THE POINT WHERE IT IS GENERATED, RECREATIONAL AREA REGULATIONS FOR SAFE DISPOSAL PROCEDURES SHOULD BE BRIEF, CONSPICUOUSLY POSTED, AND ENFORCED. THE ULTIMATE IN ACHIEVING DISPOSAL OF REFUSE IS RECLAMATION FOR RE-USE. FOOD WASTES HAVE BEEN FED TO HOGS USING HEAT TREATMENT TO CONFORM TO LOCAL SANITARY REGULATIONS. THE TWO PRINCIPAL DISPOSAL METHODS AVAILABLE FOR USE IN RECREATIONAL AREAS ARE SANITARY LANDFILLING AND INCINERATION.
