THE EFFECTS OF THE 100/130 KM/H SPEED LIMITS "TEMPO 100" SET UP BY THE SWISS CONFEDERACY JUSTICE AND POLICE DEPARTMENT

THE AIM OF THE THREE YEAR TEST PROGRAMME IN SWITZERLAND WAS TO INVESTIGATE THE EFFECTS OF SPEED RESTRICTIONS OF 100 KM/HR ON HIGHWAYS OUTSIDE BUILT UP AREAS AND MOTORWAYS ON TRAFFIC SAFETY, TRAFFIC BEHAVIOUR AND TRAFFIC FLOW. THE RESEARCH METHOD AND THE RESULTS OF THE STUDIES IN THREE AREAS ARE DESCRIBED. TRAFFIC PSYCHOLOGY: REPRESENTATIVE ENQUIRIES INTO THE ACCEPTANCE AND OPERATION OF THE NEW REGULATIONS BY THE PUBLIC, AND CHANGES IN TRAFFIC BEHAVIOUR, EXPERIMENTAL STUDY ON MOTORWAYS OF PSYCHO-PHYSIOLOGICAL EFFICIENCY, LEVEL OF ATTENTIVENESS AND PERSONALITY CHANGES. TRAFFIC ENGINEERING STUDIES ON CHOSEN SECTIONS AND AT INDIVIDUAL MEASURING POINTS INTO SPEED- AND HEADWAY DISTRIBUTIONS, OVERTAKING, DESIGN SPEED AND JOURNEY TIMES. ACCIDENT OCCURRENCE: BEFORE-AND-AFTER-STUDY OF NUMBERS OF ACCIDENTS, NUMBER OF VICTIMS, DEGREES OF INJURY, TYPES OF ACCIDENT AND ACCIDENT RATE. THE RESULTS ARE JUDGED IN ACCORDANCE WITH THE FOLLOWING CRITERIA: (1) GENERAL OR DIFFERENTIATED SPEED LIMITS (2) THE MAGNITUDE OF THE SPEED LIMITS AND (3) OPTIMUM GRADING OF SPEED LIMITS OUTSIDE TOWNS, ON MOTORWAYS AND WITHIN TOWNS. THE WORKING GROUP HAS COME TO THE CONCLUSION THAT SPEED LIMITS OF 100 KM/H ON HIGHWAYS OUTSIDE TOWNS AND 130 KM/H ON MOTORWAYS RECEIVE A HIGH DEGREE OF ACCEPTANCE AND ARE AN EFFECTIVE MEANS OF INCREASING TRAFFIC SAFETY.
