THE INVESTIGATION IS A FIRST STEP IN THE EMPIRICAL REALISATION OF A SYSTEMS ANALYSIS FOR ROAD TRAFFIC SAFETY. THE VARIOUS MEASURES ARE TO BE INCORPORATED IN SYSTEMATIC CLASSIFICATION WHICH PERMITS ASSESSMENT OF THEIR SIGNIFICANCE IN ACHIEVING THE AIM OF IMPROVING TRAFFIC SAFETY, WHICH IS TO BE UNDERSTOOD AS INVOLVING THE REDUCTION OF PERSONAL INJURIES AND DEATHS AND MINIMISING THE ASSOCIATED MATERIAL DAMAGE. AT THE SAME TIME THE COMPLEX INTERRELATION OF THE VARIOUS SAFETY MEASURES CAN BE CLARIFIED. THIS REQUIRES A DETAILED SURVEY OF PUBLIC EXPENDITURE ON ROAD SAFETY (INCLUDING FIRST AID AND RESCUE) CLASSIFIED UNDER SEPARATE HEADINGS. EXISTING STATISTICAL MATERIAL HAS TO BE COLLECTED AND EVALUATED. PRIMARY SOURCES ARE THE BUDGET PLANS OF THE CENTRAL GOVERNMENT AND PROVINCIAL AND LOCAL AUTHORITIES. FURTHER INFORMATION MAY NEED TO BE DERIVED FROM SPECIAL REPORTS AND OTHER STATISTICAL SOURCES.
