TURBULENCE FACTORS WITH REGARD TO THE DYNAMIC EFFECTS OF WINDS ON BUILDINGS

THE PAPER CONTAINS A REALISTIC DESCRIPTION OF THE STRUCTURE OF WIND AND ITS EFFECTS ON THE BASIS OF STATISTICAL DATA. IT IS POSSIBLE TO EXPLAIN THE GENERAL METEOROLOGICAL SITUATION, THE MEAN WIND VELOCITY MEASURED AT WEATHER STATIONS, AND THE TURBULENCE SUPERIMPOSED ON THE GENERAL METEOROLOGICAL SITUATION BY MEANS OF A TURBULENCE SPECTRUM. ON THE BASIS OF THIS AND WITH THE KNOWLEDGE OF AN AERODYNAMIC TRANSMISSION FUNCTION, INFORMATION CAN BE DERIVED ON THE WIND FORCES WHICH, ON AVERAGE, OCCUR ONCE WITHIN A DEFINITE REPETITIVE CYCLE. THE VIBRATION BEHAVIOUR OF BUILDINGS CAN BE CONSIDERED IF THEIR MOVEMENTS IN NORMAL WIND CONDITIONS ARE CONSIDERED AS RANDOM VIBRATION. IDEALISED METHODS OF VIBRATION TESTING, BY WHICH THE WIND AS A DETERMINANT PROCESS IS INTRODUCED INTO THE CALCULATION, ARE NOT SATISFACTORY; THEY CAN ONLY DESCRIBE THE TRANSIENT PHENOMENON. THE BASIC METHODS AND DATA EXPLAINED HAVE BEEN SUMMARISED AS A PROPOSED STANDARD. THE DESIGN IMPACT PRESSURE HAS BEEN SO SPECIFIED THAT (1) THE BASIC IMPACT PRESSURE SPECIFIED IN THE STANDARD FOR NORMAL BUILDINGS NEED NOT BE INCREASED, (2) UNFAVOURABLE GROUND AND GEOGRAPHIC AREAS ARE COVERED, (3) THE WIND LOAD ASSUMPTIONS REMAIN WITHIN THE RANGE OF EXPERIENCE AS REGARDS THE SAFETY FACTORS USED HITHERTO, (4) A WIND LOAD DECREASE IS ALLOWED FOR REGARDING LARGER BUILDINGS BY USING A SPECIFIC VARIABLE, (5) THE NORMAL IMPACT PRESSURE IS INCREASED FOR BUILDINGS SUSCEPTIBLE TO VIBRATIONS; THIS INCREASE IS SPECIFIED AS A MECHANICAL SIZE FACTOR WHICH IS DETERMINED BY THE NATURAL VIBRATION OF A BUILDING AND ITS DAMPING. THE FACTORS ARE REPRESENTED IN FIGURES AND TABLES.
