STARTING FROM PREVIOUS QUALITY MEASURES AND CHARACTERISTIC VALUES OF A QUALITY STRUCTURE, METHODS AND MODELS ASSOCIATED WITH QUEUEING THEORY ARE TO BE USED TO CHARACTERIZE TRAFFIC FLOW. A COMPARISON OF MOVING TRAFFIC WITH QUEUEING SYSTEMS OF VARIABLE LENGTH, AND THE CHARACTERISTIC VALUES OF THESE SYSTEMS ARE TO BE USED TO DETERMINE TRAFFIC FLOW, CAPACITY AND QUALITY AND TO ESTABLISH DESIGN CRITERIA FOR TWO LANED ROADS CARRYING TWO-WAY TRAFFIC.
