A RELATED SYSTEM FOR THE DESIGN, CONSTRUCTION, MAINTENANCE AND USE OF ROADS

EIN ZUSAMMENHAENGENDES SYSTEM FUER ENTWURF, BAU, UNTERHALT UND GEBRAUCH VON STRASSEN

A METHOD OF APPROACH USED IN HOLLAND IS BASED ON REGARDING THE CONSTRUCTION, NORMAL MAINTENANCE, STRENGTHENING, REPAIRS AND USE OF ROAD SURFACINGS, NOT AS SEPARATE OPERATIONS BUT AS ONE RELATED SYSTEM. SYSTEMS FOR INVESTMENT IN ROAD CONSTRUCTION MUST BE FOUND WHICH KEEP INCREASING COSTS AND DETERIORATION TO A MINIMUM AND KEEP THE ROAD CONDITION OPTIMAL. STARTING WITH A BLOCK-DIAGRAM OF A PAVEMENT-MANAGEMENT-SYSTEM, SEPARATE SUB-SYSTEMS AND MODELS ARE DISCUSSED USING EXAMPLES OF DESIGN MODELS, BEHAVIOUR MODELS, ALTERNATIVE SOLUTIONS FOR RENEWING THE SURFACING AT DIFFERENT TIMES AND RESULTS OF VISUAL INSPECTIONS AND THEIR EFFECT ON LIMITING VALUES. IN THE COMPLETE SYSTEM THE DATA BANK STATES AS MOST IMPORTANT THAT THE EXISTENCE OF SYSTEMATICALLY COLLECTED DATA CONCERNING SURFACING WORKS AND THE MATERIALS USED FOR NEW CONSTRUCTION, MAINTENANCE, STRENGTHENING OR REPAIRS IS A PREREQUISITE FOR EVERY ANALYSIS. THE SYSTEM IS ONLY COMPLETE IF, BY FEED-BACK, COMPARISONS ARE MADE BETWEEN THE ACTUAL BEHAVIOUR OF THE ROAD SURFACING AND THAT PREDICTED. IN THIS WAY THE MODELS CAN BE CORRECTED AND IMPROVED.
