FROM THE POINT OF VIEW OF HIGHWAY CONSTRUCTION CONTRACTORS CRITICISMS AND AGREEMENTS TO THE REQUIREMENTS OF THE RSTO 1975 ARE DISCUSSED. THE RSTO AIMS AT COST SAVINGS IN ROAD CONSTRUCTION BY EXAMINING PAST EXPERIENCE AND EVALUATING RESEARCH INFORMATION. IT DOES NOT ONLY CONCERN ITSELF WITH BITUMASTIC CONSTRUCTION. THE FOLLOWING SIGNIFICANT CHANGES FROM PREVIOUS CODES OF PRACTICE ARE CRITICALLY JUDGED: THE REVISION OF LOADING ASSUMPTIONS BY INCREASING THEM, REDUCTION OF THE TOTAL DEPTH OF BITUMASTIC COURSES AND CONCRETE SLAB, THE REPLACEMENT OF BOUND ROAD BASES BY NON-BOUND GRAVEL ROAD BASES AND WATER BOUND CRUSHED-STONE AND GRAVEL ROAD BASES AND REDUCED CONSTRUCTION COSTS FOR HARD SHOULDERS. IT IS FELT THAT THE REQUIREMENTS OF RSTO 75 HINDER THE FURTHER DEVELOPMENT OF ROAD CONSTRUCTION, IN THAT ALTERNATIVE TENDERS ARE ONLY POSSIBLE IF BASED ON RSTO. SINCE THE CONTRACTOR IS FULLY RESPONSIBLE FOR DEFECTS IN ECONOMIC CONSTRUCTION ALSO, IT IS SUGGESTED THAT HE REGISTERS HIS MISGIVINGS IN ACCORDANCE WITH VOB (GERMAN CONDITIONS OF CONTRACT) AND THAT THE MAINTENANCE PERIOD IS REDUCED. THE CONTRACTORS WELCOMED THE FOLLOWING: STANDARDIZATION BASICALLY, THE SINGLE LAYER CONSTRUCTION OF THE BINDER; THE GENERAL 4 CM THICKNESS FOR THE SURFACING; THE INCORPORATION OF FULL DEPTH ASPHALT PAVEMENT AND THE REDUCTION OF PREPARATORY WORK FOR CONCRETE CARRIAGEWAYS.
