BY INVESTIGATING THE SPEED OF VARIOUS TYPES OF HEAVY GOODS VEHICLES ON UPWARDS GRADIENTS IT WAS POSSIBLE TO EVALUATE THE CRITERIA FOR THE PROVISION OF CLIMBING LANES. FROM DATA ON TRAFFIC DISTRIBUTION AND MIX, LENGTH AND DEGREE OF THE GRADIENT AND AN ASSESSMENT OF THE OVERTAKING SIGHT DISTANCE IT IS POSSIBLE TO DETERMINE THE AVERAGE SPEED ON TWO LANE MAIN ROADS AND SECTIONS WITH CLIMBING LANES. BY COMPARISON OF TIME DEPENDENT HIGHWAY COSTS WITH CONSTRUCTION COSTS AND EVALUATION OF THE ANTICIPATED SPEED LOSS, FROM THE TRANSPORT USERS VIEWPOINT, A SUGGESTED ECONOMIC SPEED MAY BE PROPOSED. DERIVED FROM THE ECONOMIC FORM OF TWO LANE ROAD WITH CLIMBING LANE, WHICH IN TRAFFIC TERMS IS AN OVERTAKING LANE, IS A SUGGESTED SPECIFICATION FOR UNIVERSAL USE. ACCIDENT ANALYSES HAVE SHOWN THAT ROADS WITH CLIMBING LANES, CLEARLY SIGNED, DO NOT HAVE ANY SAFETY DRAWBACKS. THE INSTALLATION OF CLIMBING LANES IS A METHOD OF IMPROVING TRAFFIC FLOWS ON UPWARDS GRADIENTS.
