A COMPUTER PROGRAM IS TO BE DEVELOPED FOR DETERMINING OVERALL BRIGHTNESS, WHICH TAKES ACCOUNT OF THE SIZE, LUMINANCE, SHAPE AND ARRANGEMENT (WITH REFERENCE TO THE OBSERVER'S EYE) OF ILLUMINATED ADVERTISEMENTS. THE ASSOCIATED INCREASE IN THRESHOLD VALUE, THE MEASURE FOR GLARE EFFECT, CAN BE COMPUTED FROM THE OVERALL BRIGHTNESS AND THE ADAPTATION LUMINANCE, THAT IS TO SAY THE LUMINANCE OF THE ROAD SURFACE. FOR ANY PARTICULAR FACILITY THERE IS ALWAYS A POINT OF MAXIMUM GLARE WHEN THE DISTANCE TO THE FACILITY CHANGES (DISTANCE TO THE ILLUMINATED ADVERTISEMENT IN THE DIRECTION OF TRAVEL). THUS THE MAXIMUM PERMITTED LUMINANCE OF THE FACILITY CAN BE DETERMINED VIA THE PERMISSIBLE INCREASE IN THRESHOLD VALUES. UNDESIRABLE DESIGNS CAN THEN BE ELIMINATED. IN THE SAME WAY THE GLARE EFFECT WHEN A VEHICLE APPROACHES CAN BE DETERMINED FROM THE LIGHT INTENSITY DISTRIBUTION OF VEHICLE HEADLAMPS. IT IS POSSIBLE TO COMPARE BOTH TYPES OF GLARE. MEASUREMENTS MADE OF TYPICAL INSTALLATIONS SHOULD CONFIRM THEORETICAL RESULTS. THE AIM IS TO SEE WHETHER A PHOTOGRAPHIC-PHOTOMETRIC RECORDING AND EVALUATION OF THE GLARE EFFECT AT A DEFINED POINT IS POSSIBLE WITH SUFFICIENTLY GOOD APPROXIMATION.
