THE AIM OF THIS STUDY IS TO MINIMISE THE TOTAL COST OF THE TRAFFIC DIVERSION PHASE BY AUTOMATING, AS FAR AS POSSIBLE, NETWORK HANDLING AND REPRESENTATION. FOR SO-CALLED MONO-SYSTEMS OF NETWORK STRUCTURE, THE FEASIBLE CONTROLS AND WAYS OF ALTERING THE NETWORK ARE TO BE EXAMINED COMPREHENSIVELY, AND PROPOSALS ARE TO BE MADE FOR IMPROVING PROCEDURES USED HITHERTO.
