THE PICKABACK TRANSPORT SYSTEM. POSSIBILITIES AND LIMITS OF REALISATION IN AUSTRIA

DAS HUCKEPACKTRANSPORTSYSTEM MOEGLICHKEITEN UND GRENZEN DER REALISIERUNG IN OESTERREICH

THE INTRODUCTION OF THE PICKABACK TRANSPORT SYSTEM IN AUSTRIA HAS NOT SO FAR GONE BEYOND PROPOSALS AND EXPERIMENTS, AND MAY IN THE MAIN, ESPECIALLY IN INTERNAL TRAFFIC, BE REGARDED AS A FAILURE. ONLY IN RECENT TIMES CAN A RENEWED INTENSIFICATION OF THE EPFORTS BE OBSERVED TO DEVELOP AND CONSOLIDATE PICKABACK TRAFFIC ON THE BASIS OF TRANSIT RELATIONS IN THE DIRECTION OF SOUTH-EASTERN EUROPE. THESE PACTS FORM THE BASIS OF THE PRESENT OUTLINED AND EXAMINED, WHICH CAN POSITIVELY OR NEGATIVELY INFLUENCE THE DIVISION OF FUNCTION BETWEEN ROAD AND RAIL IN THE SHAPE OF THE PICKABACK SYSTEM WITH SPECIAL REFERENCE TO AUSTRIAN CONDITIONS. THE STUDY DEALS NOT ONLY WITH TECHNOLOGICAL AND BASIC ECONOMIC QUESTIONS, BUT ATTEMPTS TO CONSIDER THOSE DIMENSIONS WHICH TOUCH UPON GLOBAL COST-BENEFITS. FOR INTERNAL AUSTRIAN TRAFFIC ONLY THE SOUTHERN AND WESTERN ROUTES, AND FOR TRANSIT TRAFFIC THE BRENNER AND "GASTARBEITER" (FOREIGN WORKER) ROUTES OFFER PROMISING POSSIBILITIES FOR THE REALISATION OF THIS CONCEPT. PRE-CONDITIONS ARE THE ESTABLISHMENT OF A PICKABACK COMPANY (HAULAGE, RAILWAY) AND GOVERNMENTAL DIRECTIVE MEASURES (PROHIBITIONS, CONTROLS, TAXATION, GUIDELINES).
