TRAFFIC FORECASTS AS A BASIS FOR INTEGRATED TRANSPORTATION PLANNING

TRANSPORTATION PLANNING CAN ONLY BE REALISTICALLY CARRIED OUT IN CLOSE CONJUNCTION WITH REGIONAL PLANNING AND THEREFORE MAKES VERY HIGH DEMANDS IF ACTUAL INTEGRATED PLANNING IS TO BE ACHIEVED. HENCE FOR INTEGRATED PLANNING IT IS NECESSARY TO UNDERTAKE INITIALLY AN ANALYTICAL STUDY IN THE FORM OF DIAGNOSES AND FORECASTS OF ALL TRAFFIC AND ITS CORRELATION WITH THE ROAD NETWORK IN THE REGION UNDER CONSIDERATION. IN THE TRAFFIC FORECASTS THE TRAFFIC PHENOMENA SHOULD BE QUALIFIED IN THE FORM OF A SYSTEMS ANALYSIS BOTH QUANTITATIVELY AND QUALITATIVELY. THE TECHNIQUE FOR INTEGRATED TRANSPORTATION PLANNING IS DEVELOPED FURTHER TO LEAD UP TO THE FORMATION OF MODEL-FORECASTS, WHICH ARE THE MOST IMPORTANT PLANNING AID OF ALL. A TRAFFIC FORECAST IS OF VALUE IF IT SUCCEEDS IN MAKING COMPARISON BETWEEN INVESTMENTS FOR ROAD CONSTRUCTION AND MAINTENANCE WITH THOSE BENEFITS REPRESENTED BY THE PROSPECTS OF ATTAINING A CERTAIN LEVEL OF EFFICIENCY FOR A GIVEN BASE PREFERENCE.
