EFFECTIVE NOISE CONTROL - INCREASINGLY NECESSARY DUE TO INCREASED ENVIRONMENTAL AWARENESS BY THE PUBLIC AND ENVIRONMENT - LEGISLATION - DEMANDS SPECIALIST KNOWLEDGE AND EXPERIENCE. THE ASSISTANCE OF EXPERTS IS THEREFORE NECESSARY, IN ORDER TO DEVELOP APPROPRIATE MEANS FOR NOISE CONTROL. AN EXPERT'S REPORT SHOULD ENABLE THE UNINITIATED TO FORM AN OPINION. THE BASIC REQUIREMENTS OF A FREELANCE SPECIALIST OR OF A SPECIALIST ORGANISATION ARE: NEUTRALITY AND OBJECTIVENESS. IN THE FEDERAL GERMAN GOVERNMENT'S ENVIRONMENT PLAN FOR 1971, PROFESSIONAL REQUIREMENTS FOR A NOISE CONTROL SPECIALIST ARE LAID DOWN, WHICH ARE IN ACCORDANCE WITH SPECIALISTS OF THE TECHNICAL SUPERVISORY ASSOCIATION (OF WEST GERMANY). COOPERATION WITH HIGHER INSTITUTIONS ENSURES THAT THEIR KNOWLEDGE IS KEPT UP TO DATE.
