YOUNG RECENTLY QUALIFIED DRIVERS ARE ESPECIALLY VULNERABLE

YOUNG DRIVERS UNDER 25 YEARS OLD, WHO HAVE NOT BEEN IN POSSESSION OF A DRIVERS' LICENCE FOR 2 YEARS, ARE THE MOST VULNERABLE FOR ACCIDENTS. DUE TO THE CHARACTERISTICS OF THEIR AGE GROUP - THE DESIRE TO PROVE THEMSELVES; A HIGH READINESS FOR UNCONSIDERED RISK-TAKING - THEY MOSTLY CAUSE ACCIDENTS WHEN DRIVING FASTER THAN THE ACTUAL SITUATION OR THEIR CAPABILITIES PERMIT. IN ORDER TO SET UP EFFECTIVE TRAINING FOR THE BEGINNER STAGES OF DRIVING, A RESEARCH GROUP FROM THE GERMAN FEDERAL INSTITUTION OF HIGHWAYS, IN ITS RESEARCH ON TYPICAL DRIVING DEFICIENCIES IN BEGINNER DRIVERS, RECOMMENDS THE INTRODUCTION OF A DRIVING LICENCE VALID FOR 2 YEARS AND LINKED WITH CERTAIN STIPULATIONS (E.G. THE USE OF "BEGINNER PLATES", RESTRICTION TO A DEFINITE SPEED LIMIT, THE INTRODUCTION OF A SPECIAL SYSTEM FOR SELECTION AND ALLOCATION TO REPLACE THE MULTI-OFFENCE-POINT SYSTEM). IF DURING THIS PROPOSED TEST PERIOD THE BEGINNER DRIVER HAS NO ACCIDENT OR TRAFFIC OFFENCE AND PROVES HE IS CAPABLE OF SAFE DRIVING OF A VEHICLE IN TRAFFIC, THEN THE SPECIAL STIPULATIONS CAN BE REMOVED AND THE DRIVER GIVEN AN UNCONDITIONAL LICENCE. USING THE SELECTION AND ALLOCATION SYSTEM DRIVER SHORTCOMINGS COULD BE DEALT WITH MORE SATISFACTORILY AND THE DRIVER ASKED TO TAKE SPECIAL TRAINING.
