COMMUTER TRAFFIC HAS A DECISIVE INFLUENCE ON THE HOUSING STRUCTURE AND TRAFFIC PATTERNS OF A COMMUNITY. EXACT KNOWLEDGE OF THE FUNCTIONAL RELATIONS INVOLVED ARE INDISPENSABLE FOR PROGNOSIS AND PLANNING AS WELL AS RESEARCH INTO PROBLEMS OF INFRASTRUCTURE. THE STRUCTURES OF BUSINESS AND SCHOOL COMMUTER TRAFFIC FOR ALL THE COMMUNITIES OF THE REGION OF LOWER SAXONY ARE PRESENTED ON THE BASIS OF INFORMATION FROM THE 1970 CENSUS. FINALLY MATHEMATICAL STATISTICAL METHODS ARE USED TO DERIVE LINEAR AND NON-LINEAR RELATIONS BETWEEN A SMALL NUMBER OF INFLUENCE FACTORS AND TARGET PARAMETERS FOR ANY COMMUNITY WITH AT LEAST 10000 INHABITANTS. THE THEORY IS ILLUSTRATED WITH EXAMPLES.
