PROBLEMS AFFECTING BOTH NATIVE AND FOREIGN ROAD-USERS ARE PRESENTED. IT IS NOTICEABLE THAT MANY FOREIGNERS, AND FOREIGN GUEST WORKERS IN PARTICULAR, POSSESS A DRIVING LICENCE BUT LACK THE NECESSARY DRIVING EXPERIENCE. AS FOREIGNERS EXPERIENCE DIFFICULTY IN ADAPTING TO THE GENERAL TRAFFIC SITUATION AND THE RELEVANT GERMAN LEGISLATION, THE GERMAN TRAFFIC SAFETY COUNCIL HAVE ENCOURAGED FOREIGNERS TO TAKE PART IN SEVERAL EXPLANATORY "TEACH-INS" WITH A VIEW TO PROMOTING COOPERATIVE BEHAVIOUR. AS EXPERIENCE HAS SHOWN, SUCH WIDESPREAD MEASURES - WHICH WERE GIVEN EXCELLENT SUPPORT FROM THE MEDIA - ACHIEVED ONLY LIMITED SUCCESS, BECAUSE THEY MADE DIFFERENTIATIONS, BEING AIMED AT FOREIGNERS AS A WHOLE OR AS NATIONAL GROUPS AND NOT AT THE GERMAN PUBLIC AT LARGE, WHICH SHOULD ALSO BE ENCOURAGED TO PARTICIPATE ACTIVELY AND TO SHOW A POSITIVE ATTITUDE TOWARDS FOREIGN ROAD-USERS.
