ECONOMIC RELATIONS AND PARKING PROBLEMS IN CONURBATIONS

THE DIVISION OF LABOUR IN THE ECONOMY AND THEREFORE THE SPECIFIC TRAFFIC REQUIREMENTS PER INHABITANT INCREASES WITH INCREASING POPULATION. GOODS TRANSPORT WITH LORRIES PLAY A DECISIVE PART IN THE TRAFFIC OF CONURBATIONS. ANALYSIS OF THE DEVELOPMENT OF THE PROPORTION OF LORRIES IN THE RISE OF TRAFFIC IN THE RHINE/RUHR AREA SHOW THAT NO DECREASE IS EXPECTED ON THE PART OF GOODS TRANSPORT, BUT AN APPRECIABLE INCREASE IN THE LOADING OF THE ROAD NETWORK IS TO BE EXPECTED. ATTENTION IS TO BE PAID TO THE EFFECTS OF THE REDUCTION IN RAIL FREIGHT DEPOTS OF THE GERMAN BUNDESBAHN WHEN CONSIDERING FURTHER PLANS FOR ECONOMIC RELATIONS. EXTENSION OF ROADS AND RAILWAYS IS STILL A PRIORITY; LIKEWISE, EXTENDING THE POWER TRANSMISSION NETWORK IS INDISPENSABLE. PRIVATE TRANSPORT BASED ON ECONOMIC CONSIDERATIONS IS THE CAUSE OF THE PARKING PROBLEM. AVAILABILITY OF AMPLE PARKING SPACE, TRANSFERRING CERTAIN TRAFFIC FLOW TO PUBLIC TRANSPORT AND OTHER TRAFFIC MEASURES DID NOT SHOW THE EXPECTED SUCCESS. FUNDAMENTAL INFORMATION FOR PLANNING PARKING AREAS CAN BE OBTAINED FROM AN EXAMPLE OF AN INVESTIGATION CARRIED OUT IN 1971 FOR STATIONARY TRAFFIC IN THE CENTRE OF BOCHUM. PARKING SHOULD BE RESERVED FOR THE VEHICLES OF INHABITANTS AS WELL AS FOR OFFICIAL AND BUSINESS TRAFFIC. TRANSPORT FOR OCCUPATIONAL PURPOSES CAN BE ACCOMMODATED ONLY ON PRIVATE PARKING PLOTS. PARKING ACCOMMODATION WITHIN THE PUBLIC TRANSPORT AREA AND IN MULTI-STOREY CAR PARKS SHOULD BE MADE AVAILABLE TO SHORT PERIOD PARKING FOR A FEE.
