TRAFFIC ENGINEERING AND THE PROTECTION OF MONUMENTS

THE EXPRESSION MONUMENT HAS BEEN EXTENDED, ESPECIALLY IN THE LEGAL SENSE, FROM SINGLE OBJECTS, THROUGH A SERIES OF OBJECTS, TO INCLUDE A WHOLE AREA OF A TOWN OR CITY, WHICH BY VIRTUE OF ITS COMPLETE LAYOUT IS WORTHY OF PROTECTION. THE CONFLICTS BETWEEN TRAFFIC PLANNING AND MONUMENT PROTECTION INCLUDE: THE LAND REQUIREMENT FOR VEHICULAR TRAFFIC, THE DAMAGING EFFECTS OF NOISE, EXHAUST GASES, HINDRANCE AND ENDANGERMENT. ALSO INCLUDED ARE THE PHYSICAL-CHEMICAL EFFECTS OF EXHAUST GASES AND VIBRATION ON SINGLE OBJECTS AND THE HINDRANCE TO THE TOWN SCENE CAUSED BY INSTALLATIONS NECESSARY FOR TRAFFIC USE AND FUNCTION. CONTRIBUTARY FACTORS TO THE TRAFFIC PROBLEM INCLUDE THE INFLUENCE OF REGIONAL PLANNING AND LAND USAGE, THE DEVELOPMENT OF TOWN CENTRE RELIEF AREAS, CHANGING OVER TO USE OF PUBLIC TRANSPORT, RESTRICTIVE PLANNING FOR VEHICULAR TRAFFIC IN ENVIRONMENTALLY SENSITIVE AREAS, THE EXCLUSION OF TRAFFIC FROM RESIDENTIAL AREAS, THE PROVISION OF PEDESTRIAN-ONLY ZONES AND THE CREATION OF AREAS PARTICULARLY PLEASANT FOR PEDESTRIANS.
