COST-BENEFIT STUDIES OF TRAFFIC SAFETY MEASURES

NUTZEN/KOSTEN-UNTERSUCHUNGEN VON VERKEHRSSICHERHEITSMASSNAHMEN

COST BENEFIT ANALYSES ARE ACKNOWLEDGED AS MORE SUITABLE FOR THE COMPLETE ECONOMIC ASSESSMENT OF ALTERNATIVE TRAFFIC SAFETY PROJECTS THAN COST EFFECTIVE OR BENEFIT EVALUATION ANALYSES. PROBLEMS ASSOCIATED WITH COST AND BENEFIT COMPREHENSION AND EVALUATION ARE SPECIALLY DESCRIBED FOR THOSE CONCERNED WITH ROAD SAFETY AND THEIR SOLUTION IS BROUGHT NEARER. ON THE BENEFIT SIDE A NEW EVALUATION OF THE ELEMENT CONCERNING ACCIDENT COSTS BASED ON A CONSISTENT METHODOLOGY WAS CONSIDERED TO BE INDISPENSIBLE. THE INHERENT FACTORS AND EVALUATION RULES FOR COSTS AND BENEFITS OF TRAFFIC SAFETY MEASURES ARE TRANSPOSED INTO SYSTEMATIC AND GENERALLY VALID STEPS IN THE CALCULATION. THE PRACTICAL AND COMPREHENSIVE NATURE OF THESE STANDARDISED COST BENEFIT PROPOSALS IS FINALLY EXAMINED IN RELATION TO REAL TRAFFIC SAFETY MEASURES.
