CONCLUSIONS AND UNSOLVED QUESTIONS RELATING TO THE PROBLEM AREAS OF TRAFFIC AND CONSERVATION

ERGEBNISSE UND OFFENE FRAGEN ZUM PROBLEMKREIS VERKEHR UND UMWELTSCHUTZ

TRAFFIC AND CONSERVATION ARE INVOLVED IN A CONFLICT OF INTERESTS WHICH NECESSITATES A COMPROMISE. THE FUNCTIONAL VALUE OF TRAFFIC DEVELOPMENT MUST BE CONTRASTED WITH ENVIRONMENTAL NUISANCE. THERE ARE PRACTICABLE SOLUTIONS TO THE PROBLEMS OF EXHAUST FUME EMISSIONS. IF NEGATIVE SIDE EFFECTS ON THE CHARACTER OF CITIES AND THE COUNTRYSIDE ARE TO BE AVOIDED, SIGNIFICANT IMPROVEMENTS WILL HAVE TO BE MADE IN THE LEGAL AND ADMINISTRATIVE STIPULATIONS GOVERNING PLANNING. ON THE OTHER HAND, TRAFFIC NUISANCE POSES THE GREATEST PROBLEMS IN TERMS OF ITS EVALUATION AND ERADICATION. HERE A SOLUTION IS SUGGESTED WHICH BY REGARDING OBJECTIVES AS DEVELOPABLE CONVENTIONS COMBINES ELEMENTS OF BOTH THE CAUSATION PRINCIPLE AND THE COMMON BURDEN PRINCIPLE.
