COMPARABLE ENERGY CONSUMPTION FUNCTIONS FOR ALL FORMS OF LAND TRANSPORT, INCLUDING PIPELINES, ARE DEVELOPED BY MEANS OF WHICH IT IS POSSIBLE TO DISCUSS TRAFFIC REGULATION MEASURES FOR THE SAVING OF ENERGY CONSUMED IN TRANSPORT. ACCOUNT IS TAKEN NOT ONLY OF THE DIRECT ENERGY CONSUMED IN PROVIDING THE MEANS OF TRANSPORT, BUT ALSO THE INDIRECT ENERGY CONSUMPTION THROUGH CONVERSION LOSSES IN POWER STATIONS AND REFINERIES, THROUGH ENERGY USED FOR SAFETY PURPOSES AND LOST OR CONSUMED IN THE TRANSMISSION OF ELECTRICITY OR OTHER FUELS. THE REFERENCE QUANTITY IS THE SPECIFIC ENERGY REQUIREMENT OF A MEANS OF TRANSPORT, DEFINED AS THE AMOUNT OF PRIMARY ENERGY PER UNIT OF THE COMMODITY TRANSPORTED, EXPRESSED AS COAL EQUIVALENT (TCE). THIS SPECIFIC ENERGY REQUIREMENT IS DETERMINED BY A COMBINATION OF MICRO- AND MACRO-METHODOLOGY. IN THE MICRO APPROACH THE DETERMINATION OF SPECIFIC ENERGY REQUIREMENTS STARTS FROM THE TECHNICAL AND PHYSICAL BOUNDARY CONDITIONS OF THE OPERATION OF THE MODE OF TRANSPORT AND THE RELEVANT VEHICLE- AND MODE OF TRANSPORT-SPECIFIC AS WELL AS OPERATIONAL DATA. THE RESULT IS AN ENERGY REQUIREMENT FUNCTION FOR THE INDIVIDUAL MEANS OF TRANSPORT. THE MACRO-APPROACH DETERMINES THE ENERGY REQUIREMENTS OF A MODE OF TRANSPORT AS A WHOLE, DERIVED FROM STATISTICAL DATA ON ENERGY CONSUMPTION AND VOLUME OF TRAFFIC HANDLED.
