EPILEPSY AND THE DRIVING LICENCE

EPILEPSIE UND FUEHRERSCHEIN

VARIOUS SETS OF CORRESPONDING STATISTICS INDICATE THAT ACCIDENTS CAUSED BY EPILEPTIC SEIZURES HAVE A FREQUENCY OF UNDER 0.5% COMPARED WITH A FREQUENCY OF 9% FOR ALCOHOL RELATED ACCIDENTS. ON THE WHOLE, SEIZURES DO AFFECT THE DRIVING EFFICIENCY OF EPILEPTICS AS DO PSYCHO-PATHOLOGICAL CHANGES INCLUDING THOSE BROUGHT ABOUT BY MEDICATION THERAPY (CHEMOTHERAPY). INVESTIGATIONS DEAL WITH THE FOLLOWING: (1) GENERAL REQUIREMENTS, (2) FAVOURABLE AND UNFAVOURABLE PROGNOSTIC INDICATIONS, (3) THE EVALUATION OF FREEDOM FROM SEIZURES, (4) THE RELIABILITY OF PERSONAL STATEMENTS, (5) THE EEG AS A PROGRESS MONITOR, (6) PSYCHOPATHOLOGICAL FINDINGS AND MEDICALLY DETERMINED LIMITATIONS. THE AUTHOR OPPOSES ANY OVER-RIGOROUS LEGAL STIPULATIONS AND OPTS IN GENERAL FOR THE LEGISLATION PROPOSED BY THE GERMAN BRANCH OF THE INTERNATIONAL ANTI-EPILEPSY LEAGUE. THE FOLLOWING ASPECTS ARE ALSO DEALT WITH, (A) THE AFFIRMATION OF DRIVING APTITUDE AFTER TWO YEARS OF COMPLETE FREEDOM FROM SEIZURES, (B) THE EXCLUSION OF PROFESSIONAL DRIVERS FROM THIS REGULATION, (C) MEDICAL OBSERVATION OF THE COURSE OF ILLNESS INCLUDING REGULAR EEG MONITORINGS, (D) THE PROPOSAL THAT DRIVING LICENCES SHOULD INDICATE RELEVANT PARTICULARS.
