THE PROBLEMS OF SEAT BELT LEGISLATION

PROBLEME EINER ANLEGEPFLICHT

THE INTRODUCTION OF COMPULSORY WEARING OF SEAT BELTS RESULTS INITIALLY IN THE WEARING OF SEAT BELTS RISING STEEPLY, BUT AFTER SOME TIME THIS EFFECT APPEARS TO LESSEN, AND DRIVERS USE THEIR BELTS INCREASINGLY LESS. THIS TREND IS ALSO OBSERVED IN OTHER COUNTRIES. IT IS, THEREFORE, NECESSARY TO CONSIDER MORE STRONGLY THE USE OF PASSIVE RESTRAINT SYSTEMS. AMERICAN SAFETY EXPERTS ALREADY CONSIDER THAT RESTRAINT SYSTEMS SUCH AS THE AIR BAG SHOULD BE THE FIRST PASSIVE SYSTEMS TO BE MADE OBLIGATORY FOR FITTING BY CAR MANUFACTURERS.
