SPEEDS WITHIN SELF-CONTAINED VILLAGES

GESCHWINDIGKEITEN INNERHALB GESCHLOSSENER ORTSCHAFTEN (VORSTUDIE)

THREE SETS OF QUESTIONS ARE TO BE EXAMINED AS PART OF THE RESEARCH PROJECT: 1.IN ACCORDANCE WITH THE ADMINISTRATIVE SPECIFICATION OF THE GERMAN HIGHWAY CODE,MORE USE SHOULD BE MADE THAN HITHERTO OF THE POSSIBILITY OF INCREASING THE PERMISSIBLE SPEED OF 50 KM/H WITHIN TOWNS ON SOME ROADS. CHECKS ARE TO BE MADE TO DETERMINE THE CONSEQUENCES RESULTING FROM THIS.2.ACCIDENT INVESTIGATIONS HAVE SHOWN THAT THE MAJORITY OF ACCIDENTS INVOLVING SMALL CHILDREN HAPPEN IN RESIDENTIAL STREETS.CHECKS ARE TO BE MADE TO SEE WHETHER ROADS WHICH ARE SIMULTANEOUSLY USED BY CHILDREN AT PLAY ARE DRIVEN ON MORE SLOWLY AND WITH A GREATER DEGREE OF CONCENTRATION THAN OTHER ROADS.IF THIS IS NOT THE CASE, METHODS OF INFLUENCING BEHAVIOUR ARE TO BE TESTED.3. ENGINEERING AND PSYCHOLOGICAL METHODS ARE TO BE USED TO DETERMINE THE SPEEDS WHICH CAN BE CORRECTLY ESTIMATED BY ROAD USERS UNDER DIFFERENT CONDITIONS.OF PARTICULAR INTEREST IS THE QUESTION WHETHER,GIVEN CERTAIN EXTERNAL FACTORS,THERE ARE THRESHOLD VALUES AFTER WHICH ESTIMATES OF SPEED ARE PARTICULARLY UNRELIABLE.
