DEVELOPMENT OF A PROGRAMMED CRITICAL PATH METHOD FOR ROAD AND ENGINEERING CONSTRUCTION, PART 1: PRELIMINARY STUDY AND ANALYSIS OF THE REQUIREMENTS OF CONSTRUCTION AUTHORITIES AND THE CONSTRUCTION INDUSTRY

IN THE FIELD OF CRITICAL PATH ANALYSIS, THERE ARE AT PRESENT MANY CRITICAL PATH PROGRAMS AVAILABLE, BUT THESE ONLY VERY PARTIALLY MEET THE REQUIREMENTS OF CONSTRUCTION AUTHORITIES AND THE CONSTRUCTION INDUSTRY, SINCE FOR THE MOST PART THEY WERE CONCEIVED FOR THE FIXED INSTALLATION INDUSTRY. IN THE INTEREST OF RATIONAL PLANNING AND CARRYING OUT OF CONSTRUCTION WORK, THEREFORE, A PROGRAMMED CRITICAL PATH SYSTEM OF ANALYSIS FOR THE CONSTRUCTION INDUSTRY IS TO BE DRAWN UP, WHICH WILL MEET THE REQUIREMENTS AND AIMS OF BOTH THE CONSTRUCTION AUTHORITIES AND OF THE INDUSTRY. ESSENTIALLY, THIS PROGRAMMED SYSTEM SHOULD BE CAPABLE OF INTEGRATION AND CO-ORDINATION WITH A SYSTEM OF DOCUMENTATION AND INFORMATION. THE SYSTEM OF SETTING UP THE DATA IS THEREFORE OF DECISIVE IMPORTANCE. THE STEPS IN THE SETTING UP OF THE PROGRAMMED CRITICAL PATH SYSTEM WILL COVER: 1ST. TIME PLANNING WITH SIMPLE COST INCIDENCE AND CAPACITY PLANNING, 2ND. A COMPLEX BUDGET PROGRAMME, 3RD. CAPACITY PLANNING FOR GIVEN CAPACITY LIMITATIONS. IN THE FIRST STAGE ITSELF, THE SPECIAL WISHES OF THE CONSTRUCTION AUTHORITIES (E.G. THE OBSERVANCE OF CLOSURE TIMES, VARIOUS TIME INTERVALS, ETC.) MUST BE TAKEN INTO ACCOUNT. IN STAGE 2 THE EMPHASIS MUST BE MAINLY ON IMPROVED PLANNING OF THE UTILISATION OF RESOURCES, WHICH MUST BE FLEXIBLE ENOUGH TO MEET THE CONDITIONS IN RESPECT OF BUDGET FINANCING. WHERE THE BUDGET IS LIMITED, WHOLE SECTIONS OF THE CONTRACTED WORK CAN BE MOVED IN TIME IN SUCH A WAY AS TO ENSURE NEVERTHELESS AS SHORT A BUILDING TIME AS POSSIBLE, BUT SECTIONS OF THE CONTRACT WORK MUST NOT BE 'TORN APART'. IN THE 3RD STAGE OF THE PROGRAMME IT IS DESIRED TO ESTABLISH A CONNECTION BETWEEN TENDERING, CONSTRUCTION WORK AND SETTLEMENT BY MEANS OF OF CAPACITY PLANNING, WITH LIMITATION OR OPTIMISATION OF THE CAPACITY TO BE UTILIZED. IT SHOULD BE POSSIBLE TO ACHIEVE THE CALCULATION, COMPILATION AND AGREEMENT OF THE CRITICAL PATH SYSTEM ON THE DIFFERENT PLANES AUTOMATICALLY. IN PART 1 OF THE STUDY, AN ANALYSIS OF THE REQUIREMENTS FOR THE PROGRAMMED SYSTEM WILL BE CARRIED OUT IN COLLABORATION WITH THE ROAD AUTHORITIES, DATA PROCESSING CENTRES, CONSTRUCTION UNDERTAKINGS AND OTHER SPECIALIST PANELS, LED BY THE 'CRITICAL PATH TECHNIQUES' SUBCOMMITTEE. EXISTING PROGRAMS WHICH ARE IN THE POSSESSION OF THE COMMITTEE CAN BE ENLARGED, AND WILL BE CONSIDERED ALSO. THE RESULTS OF THIS ANALYSIS OF THE PROBLEM ARE TO BE COLLATED IN THE FORM OF A PILOT PROGRAMME WITH DETAILED PROGRAMME PROPOSALS.
