HAZARD CLASSIFICATION OF OXIDIZING MATERIALS AND FLAMMABLE SOLIDS FOR TRANSPORTATION-EVALUATION OF TEST METHODS

THE METHODS AND EQUIPMENT DEVELOPED FOR DOT BY THE BUREAU OF MINES TO EVALUATE THE RELATIVE HAZARDS OF SOLID, LIQUID AND GASEOUS OXIDIZERS AND FLAMMABLE SOLIDS REQUIRE A DETERMINATION OF THEIR PRACTICALITY IN TERMS OF SAFETY, COST, STANDARDIZATION AND VALIDITY. THE REPORT PROVIDES AN IN-DEPTH ANALYSIS OF THOSE EVALUATION METHODS AND CLASSIFICATION CRITERIA CONTAINED IN BUREAU OF MINES' REPORTS RI 7593 - CLASSIFICATION TEST METHODS FOR FLAMMABLE SOLIDS, AND RI 7594 - CLASSIFICATION TEST METHODS FOR OXIDIZING MATERIALS, AND PROVIDES PERTINENT RECOMMENDATIONS BASED ON A REVIEW OF PROPOSED AND EXISTING TECHNIQUES, LABORATORY INVESTIGATIONS, DATA EVALUATION AND RETESTING. SPECIFICALLY, RECOMMENDATIONS ARE MADE FOR IMPROVEMENT IN THE SAFETY ASPECTS OF TECHNIQUES AND EQUIPMENT, AND DEVELOPMENT OF MORE MEANINGFUL (QUANTITATIVE) EVALUATION TECHNIQUES. (AUTHOR)
