TRANSPORT POLICY IN FRANCE

LA POLITICA DE TRANSPORTES EN FRANCIA

A SERIES OF CONFERENCES, WHOSE GENERAL THEME WAS TRANSPORT POLICY IN WESTERN EUROPE, HAS BROUGHT TOGETHER DIFFERENT PERSONALITIES FROM THE FEDERAL REPUBLIC OF GERMANY, FROM FRANCE, HOLLAND AND THE UNITED KINGDOM. THIS PAPER RELATES TO THE FRENCH CONFERENCE AND SUMMARISES THE PAPERS PRESENTED. THE CONFERENCE ANALYSED THE EVOLUTION OF TRANSPORT POLICY IN FRANCE SINCE THE END OF THE SECOND WORLD WAR AND ITS ADAPTATION TO THE CONTEXT OF ECONOMIC DEVELOPMENT IN WHICH SUCH ACTIVITY IS INSERTED. WITH RESPECT TO THE AUTOMOBILE, THE PROBLEM TO BE SOLVED WAS THAT OF EQUILIBRIUM BETWEEN THE DISTURBANCE LIKELY TO BE CAUSED TO OTHER TRANSPORT MODES AND ITS ADVANTAGES AS REGARDS COST AND SERVICE EFFICIENCY. THE CHOICE IS BASED ON THE APPLICATION OF THE COST/EFFICIENCY PRINCIPLE, TRANSLATED IN TWO GENERAL PRINCIPLES: TO OPEN, AS MUCH AS POSSIBLE, THE MARKET TO COMPETITION AND TO MAKE THE PERSON BENEFITING FROM THE SERVICE RESPONSIBLE FOR THE COSTS. THIS CHOICE OF POLICY WAS INTENDED TO STIMULATE THE DIFFERENT AGENTS WHICH INTERVENE IN THE MARKET, IN ORDER TO FAVOUR THE FACTORS ALLOWING AN INCREASED DYNAMISM IN THE ORGANISATIONAL FIELD AND THE OVERALL COST OF THE SERVICES.
