THE ECONOMIC ASPECTS OF TRANSPORT ARE EXAMINED FROM THREE VIEWPOINTS: (1) FULL USE OF AVAILABLE RESOURCES; (2) FULL USE OF ALL POTENTIAL RESOURCES; (3) CHANGE IN THIS POTENTIAL. THE ECONOMIC ASPECTS ARE CLASSIFIED INTO MICROECONOMIC FACTORS AND MACROECONOMIC FACTORS, GIVING A DEFINITION OF THE VALUES FOR EACH FACTOR. EXAMPLES ARE USED TO SHOW HOW MACROVALUES CAN BE USED TO ASSESS MICROVALUES. DETAILS ARE GIVEN OF STATISTICAL STUDIES OF THE PRODUCTIVITY OF THE DIFFERENT TRANSPORT SYSTEMS IN SPAIN AND OF SOLUTIONS TO INCREASE THIS PRODUCTIVITY. THE MACROECONOMIC FACTOR IS STUDIED FROM TWO ANGLES: (1) TRANSPORT AS PROMOTION OF DEVELOPMENT AND MEANS OF REGIONAL PLANNING WITH A VIEW TO OBTAINING THE MAXIMUM PROFIT FROM NATIONAL RESOURCES; (2) TRANSPORT: A PROBLEM OF THE SELECTION OF MEANS OR CONCRETE SYSTEMS AS A FUNCTION OF ECONOMIC AND SOCIAL CRITERIA.
