LA PRODUCCION DE SUELO URBANIZADO

FROM A STRICTLY STATISTICAL POINT OF VIEW, SPANISH SOCIETY IS A MAINLY URBANIZED SOCIETY. GENERALLY SPEAKING, TOWN PLANNING IN SPAIN FOLLOWS THE FOLLOWING PRINCIPLES: (1) URBAN CONCENTRATION REQUIRES A NEW POLICY OF INDUSTRIAL LOCALIZATION; (2) THE PRICE OF LAND IN TOWNS IS THE HIGHEST IN THE WORLD; (3) THE LEVEL OF SOCIAL, CULTURAL AND RECREATIONAL FACILITIES ARE LOWER THAN THAT OF MOST EUROPEAN COUNTRIES; (4) THIS SITUATION IS DUE TO THE PREPONDERANCE GIVEN UP TO NOW TO DIRECTLY PRODUCTIVE INVESTMENTS RATHER THAN INFRASTRUCTURE INVESTMENTS; (5) THE EXISTENT INFRASTRUCTURES HAVE BEEN USED TO THEIR UTMOST LIMITS. TO INCREASE THE AREA OF URBANIZED LAND, IT IS NECESSARY TO REDUCE SPECULATION IN THAT FIELD, TO ENLARGE AND DEFINE THE MARKET AND TO SUPPRESS THE NOTION OF SAVINGS ATTACHED TO IT BECAUSE OF PERMANENT INFLATION. ATTENTION TO THE NECESSITY OF COORDINATING THE EFFORTS OF THE MINISTRY OF HOUSING AND THE MINISTRY OF PUBLIC WORKS WITH A VIEW TO ENSURING THE IMPROVED PLANNING OF THE NETWORK OF ARTERIAL ROADS IN URBANIZED ZONES.
