FIRST COURSE ON REGIONAL PLANNING. THEME 6: ECONOMICS. 6.3. RELATIONS BETWEEN REGIONAL PLANNING AND ECONOMIC PLANNING

I CURSO DE PLANIFICACION TERRITORIAL. TEMA 6: ECONOMIA. 6.3. RELACIONES ENTRE PLANIFICACION TERRITORIAL Y PLANIFICACION ECONOMICA

THE AUTHOR OUTLINES HIS OPINION ON THE RELATIONS BETWEEN PHYSICAL PLANNING AND ECONOMIC PROGRAMMING ON THE REGIONAL AND URBAN PLANE. MENTION IS MADE OF THE DIFFICULTY OF DEFINING REGIONAL SCIENCE AND OF THE RELATION BETWEEN THE LATTER AND ECONOMIC THEORY. THE PRESENT LACK OF INTERRELATION IS DUE TO FACTORS SUCH AS: (1) THE FACT OF NOT TAKING ACCOUNT OF THE SPATIAL DIMENSION OF THEORETICAL ECONOMIC MODELS; (2) THESE MODELS ARE ONLY RELIABLE IN THE SHORT RUN; (3) LACK OF SOCIAL OPTIMIZATION CRITERIA. THE SUCCESSIVE STAGES OF REGIONAL PLANNING ARE DESCRIBED, AND EMPHASIS IS PLACED ON THE STAGES INVOLVING ECONOMIC THEORY. A DISTINCTION IS MADE BETWEEN EXPORT INDUSTRIES AND BASIC AND LOCAL INDUSTRIES AND THE TIME-RELATED EVOLUTION IN THESE CONCEPTS. NEW TRENDS IN REGIONAL ANALYSIS ARE OUTLINED, AND ATTENTION IS DRAWN TO THE FACT THAT A TOWN IS A PLATFORM FOR THE ABSORPTION, DECISION AND DISSEMINATION OF NEW IDEAS. SPANISH EXAMPLES ARE GIVEN OF DEVELOPMENT PLANS. FOR THE COVERING ABSTRACT, SEE IRRD ABSTRACT NO 106086.
