INFORMATION SYSTEM FOR THE ADMINISTRATION OF URBAN ROAD NETWORKS. PILOT SCHEME FOR THE TOWN OF ORLEANS

SYSTEME D'INFORMATION POUR LA GESTION DE LA VOIRIE COMMUNALE - OPERATION PILOTE SUR LA VILLE D'ORLEANS

A PILOT SCHEME WAS ESTABLISHED IN 1974 FOR THE TOWN OF ORLEANS WITH A VIEW TO SETTING UP A DATA BANK FOR AN URBAN ROAD NETWORK. THE MAIN OBJECTIVE OF THIS DATA BANK IS TO PROVIDE INFORMATION ON THE WAY TO ADMINISTER THE MAINTENANCE FUNDS AND ON THE PLANNING OF INVESTMENT EXPENDITURES. THE SCHEME DEALT WITH THREE MAIN ASPECTS: (1) THE "NETWORK TECHNIQUE", E.G. THE DIVISION OF THE NETWORK IN ELEMENTARY UNITS FOR THE COLLECTION OF DATA, THE DEFINITION OF THE DATA TO BE GATHERED, AND THE DIFFERENT LEVELS OF GROUPING OF THE UNITS; (2) THE "INFORMATION-DOCUMENTATION TECHNIQUE" WHICH DEALT WITH THE VOLUME OF INFORMATION TO PROCESS AND THE NECESSITY OF RAPID ACCESS WHICH REQUIRED THE INPUTTING OF THE DATA ON A COMPUTER; (3) THE "BUDGET TECHNIQUE" WHICH RELATED THE AVAILABLE DATA TO THE PROGRAMMING OF THE COSTS.
