STATISTICAL EVALUATION OF FATAL ACCIDENTS ON MOTORWAYS IN HESSE

UEBER EINE STATISTISCHE AUSWERTUNG VON TOEDLICHEN UNFAELLEN AUF AUTOBAHNEN IN HESSEN

FATAL TRAFFIC ACCIDENTS DURING 1971 AND 1972 (BEFORE SPEED LIMITS AND OIL CRISIS) ON THE MOTORWAYS IN HESSE WERE SUBJECTED TO A CAUSAL ANALYSIS. OUT OF A TOTAL NUMBER OF 295 FATALITIES THE INVESTIGATIVE OR PROCEDURAL CASE FILES WERE AVAILABLE FOR 286 ACCIDENTS, WHICH WERE EVALUATED AS FOLLOWS: AFTER A RANDOM SAMPLING OF FACTOR COMBINATIONS A TOTAL OF 79 COMBINATIONS OF CHARACTERISTICS WERE SELECTED AND TRANSFERRED TO PUNCHED CARDS. ONCE THE NUMERICAL RESULTS OF THE ANALYSIS WERE AVAILABLE, AND FOLLOWING A NEW SELECTION, NUMEROUS CHARACTERISTICS AND VARIOUS COMBINATIONS WERE EXAMINED FOR A TOTAL OF 135 ARRANGEMENTS WITH SPECIAL EMPHASIS ON THE CONSIDERATION OF "EXTERNAL ACCIDENT CONDITIONS" AND "PERSONAL FACTORS". AMONG OTHER FINDINGS IT IS NOTEWORTHY THAT RELATIVELY HIGH SPEEDS (I.E. INCOMPATIBLE WITH THE SITUATION), FREQUENT AND ABSOLUTELY EXCESSIVE SPEEDS FORM A RELATIVELY MINOR CAUSE OF ACCIDENTS; THE ABOVE AVERAGE OCCURRENCE OF ACCIDENTS IN PLACES WHERE TRAFFIC IS CHANNELLED (E.G. BAN ON OVERTAKING WITH OR WITHOUT SPEED LIMITS, CONSTRUCTION SITES), ESPECIALLY ACCIDENTS INVOLVING GOODS VEHICLES; AND THAT THE AGE GROUP OF 18 TO 25 YEAR OLD DRIVERS FORM A SIGNIFICANT PROPORTION AND REPRESENT A SPECIAL RISK FACTOR. WOMEN AS CAUSE OF AN ACCIDENT WITH 14% ARE UNDERREPRESENTED COMPARED TO AN ESTIMATED TRAFFIC PARTICIPATION OF 25%, THE FIGURES FOR INTOXICATION AS CAUSE AT 10% LIE ON THE SAME LEVEL AS THE TOTAL NUMBER. THE RELEVANT FINDINGS ARE DISCUSSED WITH REFERENCE TO THEIR PRACTICAL SIGNIFICANCE.
