SELECTION AND EVALUATION OF A POLICY OF PROTECTION FROM ROAD NOISE

CHOIX ET EVALUATION D'UNE POLITIQUE DE PROTECTION CONTRE LE BRUIT DES INFRASTRUCTURES ROUTIERES

ROAD NOISE IS EXPRESSED IN UNITS, PARAMETERS AND INDICES REFLECTING A RELATION BETWEEN THE SENSATIONS PERCEIVED BY THE CAR AND TRAFFIC FLUCTUATIONS. HOWEVER THE IMPORTANCE OF THE DISCOMFORT IS DIFFICULT TO EVALUATE. A NUMBER OF ACTIONS COULD BE IMPLEMENTED TO REDUCE TO A TOLERABLE LEVEL THE LEVELS PERCEIVED BY THE HUMAN EAR. AN EFFECTIVE PROTECTIVE POLICY MUST COMPRISE SEVERAL ACTIONS, THE EFFECTS OF WHICH WILL BE ASSESSED BY MEANS OF INDICES FOR EVALUATING THEIR IMPACT ON THE POPULATION. ALTHOUGH INVESTIGATIONS ARE BEING CARRIED OUT TO DETERMINE THE SOCIAL COST OF NOISE AND TO FACILITATE ECONOMIC CALCULATIONS, COST-EFFECTIVENESS METHODS ARE RECOMMENDED AS BEING MORE EASILY APPLICABLE. ATTENTION IS DRAWN TO THE IMPORTANCE OF TAKING INTO ACCOUNT PROTECTION AND INSULATION TECHNIQUES WHEN MAKING AN OVERALL ASSESSMENT OF A POLICY.
