SAFETY OR RELIABILITY OF A STRUCTURE IS FORMULATED IN TERMS OF AN UNCERTAINITY FACTOR COMBINED WITH A GENERALIZED ALLOWABLE RISK. THE UNCERTAINITY FACTOR ALLOWS THE CONSIDERATION OF INCOMPLETE INFORMATION AND IMPERFECT KNOWLEDGE IN THE SPECIFICATION OF A PERMISSIBLE RISK LEVEL. THIS ALLOWS THE USE OF JUDGMENT AND THE EXPLICIT USE OF PROBABILISTIC INFORMATION IN THE DESIGN OF SAFE STRUCTURES. /ASCE/
