TRAFFIC DIRECTION BY MEANS OF VARIABLE MESSAGE SIGNS

IN URBAN AREAS IT IS USUALLY IMPOSSIBLE TO INCREASE THE SPACE AVAILABLE FOR TRAFFIC, AND THERE ARE LIMITS TO THE DEGREE OF CONTROL WITH LIGHT SIGNALS. BECAUSE OF THE INCREASED DANGER OF ACCIDENTS AND INCREASED POLLUTION FROM EXHAUST EMISSIONS ARISING FROM EXCESSIVE TRAFFIC LOAD REDISTRIBUTION OF TRAFFIC AND LOAD REDUCTION MUST BE EFFECTED BY OTHER MEANS. ONE POSSIBILITY IS THE USE OF CHANGEABLE TRAFFIC SIGNS, WHICH COME INTO EFFECT ONLY DURING PEAK TRAFFIC PERIODS. IN THIS WAY DETOURS CAN BE AVOIDED DURING NORMAL TRAFFIC. THE THEORETICAL CONSIDERATIONS ARE EXPLAINED AND ILLUSTRATED BY MEANS OF EXAMPLES IN THE PAPER. THE RELEVANCE OF THE VARIOUS MEASURES IS DISCUSSED AS APPLIED TO THE ROAD NETWORK OF THE CITY OF AACHEN AND HOW THEY CONTRIBUTE TO THE ELIMINATION OF THE BOTTLENECKS. THE APPLICATION OF A PARTIAL STRATEGY TO A SECTION OF THE ROAD NETWORK - TEMPORARY RECOMMENDATION OF A DIVERSION ROUTE BY MEANS OF CHANGEABLE TRAFFIC SIGNS WITH THE DESTINATION "CITY CENTRE" IS EXAMINED WITH REGARD TO THE EFFICACY OF THE MEASURES ON THE BASIS OF BEFORE AND AFTER MEASUREMENTS. THE MAIN RESULTS ARE A CALCULATED DEGREE OF UTILISATION OF 7,1% AND A REDUCTION OF TRAVELLING TIME OF 24% COMPARED TO THE NORMAL ROUTE. THUS IT CAN BE SHOWN THAT EVEN RELATIVELY MODEST MEANS APPLIED TO TRAFFIC DIRECTION IN URBAN AREAS CAN BE VERY SUCCESSFUL.
