PROCEDURE FOR PLANNING AND EVALUATION OF THE STRUCTURE OF ROAD NETWORKS

VERFAHREN ZUR PLANUNG UND BEWERTUNG DER STRUKTUR VON STRASSENNETZEN

ROAD NETWORKS HAVE TO DATE BEEN ASSESSED IN GENERAL WITH THE AID OF SPECIFIC VALUES OBTAINED FROM THE INDIVIDUAL COMPONENTS OF THE NETWORK E.G. TRAVEL SPEEDS. THE PRESENT INVESTIGATION DEVELOPS THE TRANSITION TO AN ASSESSMENT OF NETWORKS BASED ON THE TRAFFIC RELATIONS BETWEEN THE POINT OF DEPARTURE I AND THE DESTINATION POINT J; SIMILAR TO THE TRANSITION FROM A CROSS SECTION TO A TRAVEL MATRIX FOR THE CONSIDERATION OF TRAFFIC VOLUME. THE SUBJECT OF THIS INVESTIGATION IS NOT TRAFFIC NETWORKS THEMSELVES, BUT VARIOUS EVALUATION CRITERIA FOR TRAFFIC NETWORKS. THESE CRITERIA ARE CALIBRATED ON IDEALISED NETWORKS AND EXAMINED ON TWO TEST-NETWORKS (THE NETWORK OF THE GENERAL TRAFFIC PLAN OF NORDRHEIN-WESTFALEN FOR ANALYSIS AND FORECAST) FOR THEIR APPLICABILITY IN PRACTICE, PARTICULARLY FROM THE POINT OF VIEW OF SPACIAL, TECHNOLOGICAL AND FINANCIAL-POLITICAL OBJECTIVES. THE "TRAVEL SPEED FOR BEE-LINE DISTANCE" V (INDEX L) /T; WHERE S (INDEX L) = BEELINE DISTANCE BETWEEN DEPARTURE POINT I AND DESTINATION POINT J; AND T = THE RELEVANT JOURNEY TIME ON THE ROAD NETWORK, PROVED TO BE PARTICULARLY SUITABLE. DIAGRAMS WERE DEVELOPED FOR THESE VALUES FROM WHICH, DEPENDING ON TRAVEL DISTANCE, THE TOPOGRAPHY AND PLANNING OBJECTIVES (E.G. PREFERENCE FOR THE CONNECTION OF CENTRAL LOCATIONS) THE "TARGET SPEED FOR THE BEE-LINE DISTANCE" CAN BE OBTAINED.
