THE ECONOMIC JUSTIFICATION OF THE ORTHOPHOTO PLAN IS TO BE COMPARED WITH CONVENTIONAL MEANS OF ASSESSMENT. IN CLOSE CONTACT WITH ROAD PLANNING, A FRAMEWORK IS TO BE DEVELOPED WHICH CAN ESTABLISH THE NECESSARY ADDITIONAL INFORMATION SUCH AS PLACE AND STREET NAMES. IN ORDER TO MINIMIZE THE COSTS OF THE AIRBORNE CONTROL SYSTEM, IT IS INTENDED TO USE ALREADY DEFINED, CLEARLY IDENTIFIABLE POINTS USED IN LAND SURVEYING.
