BECAUSE OF THE ADVANTAGES AND DISADVANTAGES OF ROAD TRAFFIC A NEGATIVE ZONE NEXT TO THE ROAD IS TO BE DEFINED (POSITIVE ENVIRONMENTAL BALANCE). RESIDENTS WITHIN THE NEGATIVE ZONE ARE EXPOSED TO ADDITIONAL ENVIRONMENTAL NUISANCE SUCH THAT A DISADVANTAGE EXISTS BECAUSE OF THE ROAD TRAFFIC. RESIDENTS OUTSIDE THE NEGATIVE ZONE ALSO HAVE DISADVANTAGES, BUT THE ADVANTAGES FROM THE ROAD ARE GREATER THAN THE DISADVANTAGES AND THERE IS NO REASON FOR COMPENSATION ON THE PART OF THE ROAD AUTHORITIES. THIS ASSESSMENT COULD BE USED IN ROAD PLANNING, AND COULD BE THE BASIS FOR DECISIONS ON ALIGNMENT, DISCUSSIONS WITH LOCAL AUTHORITIES AND LEGAL DISPUTES.
